While I agree with the Staffers that removing it alone will not fix the damage of seven years of NDP rule, it is a step in the right direction. The Staffers could have simply ignored me, or engaged me in discussion as to why their ideas are better, but instead I get “well Gary Filmon didn’t get rid of it” as a response. Rent control is a policy worth discussing. &lt;br /&gt;&lt;br /&gt;Sadly, the Staffers drink the party kool-aid so much I think they would say Howard Pawley was a great premier (even Frances Russell would have a hard time saying that!) Unlike the collectivist mindset of the hard left, I am willing to say I did not agree with Filmon keeping rent control in place. I didn’t think that Filmon went far enough to relieve the burden of taxes created by the Pawley administration either. I also realize that Lyon wore it for removing it back in the day. Too bad. There was a person ahead of his time. &lt;br /&gt;&lt;br /&gt;You see, that’s the beauty of being an independent writer vs. a staffer who is paid for loyalty. I don’t accept everything the PC’s do. I like some things Liberals do and have respect for NDP members who do a good job. Pat Martin fights hard for his constituents at times and I have no problem saying that.  &lt;br /&gt;&lt;br /&gt;I disagree with the notion that the need to get rid of rent control is a preposterous statement. Unlike the Blackberry Addicts/Today’s NDP, I think it is time to move into the 21st century and leave the days of slum lords behind us. I also disagree with their idea of comparing the creation of medicare with negative economic impact of rent control. Using that logic, perhaps we should get rid of medicare because it’s founder, the so called “&lt;a href="http://en.wikipedia.org/wiki/Tommy_Douglas"&gt;Greatest Canadian&lt;/a&gt;” believed in sterilizing mentally and physically disabled Canadians and sending them to &lt;a href="http://en.wikipedia.org/wiki/Eugenics"&gt;camps&lt;/a&gt;. See how silly that sounds? &lt;br /&gt;&lt;br /&gt;Let’s take it up to a higher level. The reason I used the quote from the NDP in Saskatchewan was to illustrate a point. If they had no problem with removing it based upon sound economics, why does Gary Doer? Now, I know the Staffers will retort, “we don’t agree with everything the NDP in Saskatchewan does”, but it begs the question, why not on this point? Did you notice that the Staffers did not list the reasons why they think rent control is good? There have been countless studies and cost benefit analyses indicating the negative impacts of rent control. It has lead to a serious decline in the quality of apartment life in Winnipeg. It creates ghetto style housing as there is no incentive to make repairs or improvements to properties. Given the low rate of interest, I cannot think of sound reasons to keep it. &lt;br /&gt;&lt;br /&gt;In the big picture, compared with our brand of NDP policies, the Saskatchewan NDP have made numerous changes and improvements to their province. The “status quo” culture of the current administration has been it’s hallmark since they took office. Many will say to his credit Doer has doesn’t much damage, but then again he hasn’t done much good. In comparison, Saskatchewan is now considered a have province. They also have lower rates of individual tax and corporate tax (SK personal income tax rate: 15%, MB: 17.4%  SK corporate tax rate: 14% MB: 14.5%). Oh, and I forgot to mention the 2.15% payroll tax that Saskatchewan does not even collect! They do not have the same level of oil riches of Alberta, yet their fiscal house is in better shape than Manitoba’s mixed economy. Today’s NDP have also been the least aggressive in western Canada when it comes to tax burden.&lt;br /&gt;&lt;br /&gt;I am interested in positive change and sound fiscal management. I do not think Manitoba is utopia and there are things we can do to make it better and more competitive for the future. Instead of addressing policies like rent control, the NDP are selling us “spirited energy”. Hardly an economic blueprint for the future. &lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;I also feel the need to respond to the Addicts that I attacked Jennifer Howard. I didn’t attack her personally, I merely pointed out that there is a giant hole in her resume when it comes to policies on men. You know, the ones that make up the other half of our population? I did not say she was anti-male. From what I read about her (and in many cases in her own words), I feel she is on the far left of the spectrum and to date, she has focused on women’s issues exclusively. I don’t know where she stands on men’s rights or issues. I think it is a valid poltical question to ask. That's what happens when you run for office. People want to know how they will be represented.&lt;br /&gt;&lt;br /&gt;Politically, I think Donne is closer to the centre of the spectrum. I am not a fan of hard left/radical feminist policies, therefore I think Mr. Flanagan would probably do less damage if he ran and won the seat. I know a lot of people (including women) who would not support Ms. Howard based on her ideas and ideals not because of her gender. &lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;A final shot at the Addicts. A blog is whatever you want it to be. Just because you string one-liners of venom (some I actually think are decently funny) at your opponents instead of engaging in debate and discussion (no visible feedback) doesn’t mean you are writing quality, unless you would like to consider a career in angry stand up comedy. I am sorry you are in government and bitter. I am sorry you cannot stray from the official lines of the NDP and engage in policy talk about the future because it could cause grief for your bosses (or promises they can't or won't keep). &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;There is hope for the BA's. Of course, by coming out against rent control, the Dippers will paint me as a evil corporate supporter, hell bent on making life unaffordable for the working poor in Manitoba. Rather than giving the obvious economic arguments and reasons why rent control is bad for Manitoba, I will use the example of our neighbor to the west: Saskatchewan. &lt;br /&gt;&lt;br /&gt;Perhaps the best comment I have seen on the subject comes from Harry Van Mulligen, who is an NDP cabinet minister in Saskatchewan. Unlike &lt;span style="font-weight:bold;"&gt;Today’s NDP&lt;/span&gt;, the &lt;span style="font-weight:bold;"&gt;Saskatchewan NDP government&lt;/span&gt; got rid of rent control.in 1992. According to an interview with Mr. Van Mulligen with the &lt;a href="http://www.fcpp.org/main/publication_detail.php?PubID=466"&gt;Frontier Centre of Public Policy&lt;/a&gt;: “We did it because it didn't seem to be working. It seemed to lock in rent increases. Under rent control, you are pretty much guaranteed your rent increase based on some inflationary figure and, of course, increase it further if you could demonstrate that you had costs over and above that to remodel or repair buildings. It didn't seem to be having the desired impact of keeping the rents down. Also, I don't think it had a positive impact in terms of people's decision to invest money in those areas because they saw it as a limited dividend potential.”&lt;br /&gt;&lt;br /&gt;Do my ears deceive me? Why is it the NDP in Saskatchewan understand economics more than their neighbor to the east? The next logical question the Frontier Centre asked was: “Did the rents spike up when it was removed? Was there disruption in the marketplace?”&lt;br /&gt;&lt;br /&gt;To which Mr. Van Mulligen responded:  “I don't think there was any real impact. I don't think we have seen rental housing or other housing quite keep up with the growth in some of our cities and so we are seeing some increases in rental costs, especially for low-income people. The traditional approach of advocacy groups is to increase the amount of money you would be provided on social assistance to take these higher rents into account, but personally I think we need other ways to deal with that. Again, if you provide more assistance for those on welfare, you give them an advantage over working low-income people.”&lt;br /&gt;&lt;br /&gt;It doesn’t take a rocket scientist to understand the evils of rent control. The proof is in the streets of Winnipeg where we have had only a couple of apartments built in the past several years. It also explains the high level of worn out buildings that are in dire need of repair and restoration. We wouldn’t be screaming as hard for new housing projects in the burbs such as Waverly West if we could live in safe funky condo’s downtown. Instead, the only construction cranes in town are building Doer’s tribute building for Manitoba Hydro. Winnipeg’s apartment scene downtown is similar to the old Soviet system, both in style and service. An utter disaster area. Maybe the Dippers like it that way? Reminds them of the glory years of the CCCP.&lt;br /&gt;&lt;br /&gt;What boggles my mind is how trapped in the past Today’s NDP really are. Manitoba is falling behind Saskatchewan on a number of fronts. I have always viewed Manitoba as being superior to our neighbor. To use Simpson’s analogy, we are Springfield, they are Shelbyville. However, the fiscal policies of Saskatchewan’s NDP governments under Romanow and Calvert are closer to Gary Filmon’s PC governments than Doer’s current administration. Good for Saskatchewan, bad for Manitoba.&lt;br /&gt;&lt;br /&gt;Why is that? &lt;br /&gt;&lt;br /&gt;I think that in Manitoba, the NDP have stronger ties to organized labour and true social activist roots. Others would argue that the mere size of Winnipeg makes apples and oranges when comparing with Regina and Saskatoon. Thus, Saskatchewan can lower taxes, be more fiscally conservative and become a “have” province. No. Wait. That doesn’t make any sense!&lt;br /&gt;&lt;br /&gt;I honestly can’t think of excuses why Gary Doer has not implemented the sound ideas such as scrapping rent control, which was put into action by their Saskatchewan cousins. Can anyone send me some? Can we trade &lt;span style="font-weight:bold;"&gt;Today’s NDP&lt;/span&gt; for &lt;span style="font-weight:bold;"&gt;Lorne Calvert’s NDP&lt;/span&gt;? I think like their brand of socialism better. &lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;The next discussion in my "As Premier I would" series will be how we can help working families in Manitoba. I read the Freep letters to the editor amongst other papers to see what's on the minds of Manitobans. I came across a cheerleader letter written by Susan White posted in today's edition, an ardent NDP party supporter and buddy of Jennifer Howard (I really don't know why the editors at the Freep do not screen these kinds of letters out). &lt;br /&gt;&lt;br /&gt;Anyway, the letter goes on to scold the Freep (Mia Rabson) for calling Jennifer a wonk. I agree with Susan 100%. Jennifer Howard is a "hack" not a "wonk". Perhaps professional activist is a better title. After reading about Ms. Howard's background and contribution to the wellness of women in Manitoba, I was left wondering whether she will be able to represent the 50% of her constituency called "men".&lt;br /&gt;&lt;br /&gt;Every single link I could find on Ms. Howard points to an exlusive female constituency. I could not find one shred of evidence to suggest that Jennifer has worked any job or activity that has included men. Besides being the Status of Women representative for the provincial NDP, all of her work in health has dealt specifically with women. If Jennifer or other NDP types have information that says otherwise, I will be happy to post it in my feedback comments. &lt;br /&gt;&lt;br /&gt;I get very concerned when I see someone so dedicated to one segment of the population (well OK, half) run for office. Persons running for office should be more well rounded and inclusive. The more I read about the identity politics and the socialist activist nature of Jennifer Howard, the more I wondered whether she could effectively represent the population as a whole. &lt;br /&gt;&lt;br /&gt;Call me ignorant, but I just don't see the star power behind the newly minted candidate for Fort Rouge. I think Donne would have been a better candidate. Yes, I know this flies in the face of my call for more women in politics, but maybe I should have been a little clearer. I think there are many great women in politics who represent their consituencies. I think Jennifer Howard may be good at representing women in health related issues. I shudder to think how much care she would take representing men's issues in the Legislature. There was a reason she lost in the nomination in Wolseley. &lt;br /&gt;&lt;br /&gt;While Fort Rouge isn't likely to vote PC, I think a strong Liberal could take it. While there is merit on providing an alternative perspective to the MSM, the &lt;span style="font-weight:bold;"&gt;Blackberry Staffers&lt;/span&gt; seem to think they will help their cause by slamming the paper that has contributed to their job security the past seven years. For veteran hacks like the &lt;span style="font-weight:bold;"&gt;Addicts&lt;/span&gt;, they are sure sounding like poltical rookies. You are helping the &lt;a href="http://www.pcmanitoba.com/"&gt;Opposition&lt;/a&gt; cause with every ranting post. Keep up the good work.&lt;br /&gt;&lt;br /&gt;On the smoking issue, both the Freep and Sun took Doer and company to task for their stance on smoking by-laws on reserves. Gee, if both major papers are slamming you maybe that means they have a point? The issue of implementing a smoking ban on reserves is not a complex issue. The province has implemented many laws impacting reserve lands. The Blackberry Staffers would have you believe reserves are in a separate country, immune to any laws of the land.&lt;br /&gt;&lt;br /&gt;The bottom line on &lt;span style="font-weight:bold;"&gt;Today's NDP&lt;/span&gt; and their policy on the smoking ban is purely political. Number one, they are trying to secure the support of that demographic. Number two, they are trying to give reserves a leg up on their gambling competitors by offering customers the privilege of smoking while they crank money into reserves and the provincial coffers.&lt;br /&gt;&lt;br /&gt;If &lt;span style="font-weight:bold;"&gt;Today's NDP&lt;/span&gt; really cared about the health of Manitobans (which won them the election in 1999), it would have implemented the ban across the province. I guess they don't care about aboriginal workers in reserve casinos. The NDP whine that they are scared of a legal fight over whether they even have a legal right to ban smoking on reserve lands. I think the bigger lawsuit is going to come from a worker in a reserve casino who gets cancer from second hand smoke. Would the Blackberry Staffers care to bet their blackberries that the court will uphold the law? Doubt it.&lt;br /&gt;&lt;br /&gt;If the NDP were committed to equality, they would institute a ban across the province and go to court to defend it. That's called being principled. The NDP are committed to lining the pockets of their friends on reserves. &lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;On the issue of roads, the Staffers would have you believe that the NDP will win because they have announced road repairs. To quote them: "What Doer is going to do is take a slice of that economic growth, pour it into concrete and asphalt, and wave bye bye to McFadyen as he stands on the shoulder sputtering in opposition."&lt;br /&gt;&lt;br /&gt;They must think Manitobans are stupid. Pave some roads and Manitobans will come back for another round of &lt;span style="font-weight:bold;"&gt;Today's NDP&lt;/span&gt; who are promising to fix roads tomorrow when it should have been done yesterday. I think they have been reading the "Gospel according to Frances Russell" a little too much. I laughed at their reference to economic growth. Gary, I hope you do run on your economic record. Pretty please! &lt;br /&gt;&lt;br /&gt;I still think my "time for a change" mantra has merit. The NDP wouldn't be so angry these days if they were so confident. They would simply laugh it off. They laughed at Stu, but they have not been smiling much since Hugh took the helm. &lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;My advice of the day for &lt;span style="font-weight:bold;"&gt;Mr. McFadyen&lt;/span&gt; is that he should really start defining himself and the party's platform. If this isn't done soon, the NDP will succeed in defining who you are. The average age of PC Caucus just dropped by a few years. It will be interesting to see who takes up the Tory flag in Ste. Rose. &lt;br /&gt;&lt;br /&gt;Is it just me or is the NDP looking older every day? They had one nomination fight out of 57. I would have liked to see some more new blood entering the scene, but I guess in a union mindset like the NDP, time in ranks over talent.&lt;br /&gt;&lt;br /&gt;Cheers to Glen Cummings! Others try to point out what they view as failures in the MSM. &lt;br /&gt;&lt;br /&gt;It's a bad trend and it is time to start talking about ideas and the future. In the next series of posts I want to start talking about what policies I think would make Manitoba a better place. Some will be obvious, others will require more thought. &lt;br /&gt;&lt;br /&gt;Here's what I propose. I will get up on the soapbox and espouse my conservative virtues. However, what I will also do is welcome suggestions and discussions about the concepts. If NDP, Liberal and other tories would like to write submissions I will post them for people to discuss. If Gary Doer, Hugh McFadyen, Jon Gerrard or any other MLA want to contribute, all the better. Heck, I will even post something from &lt;a href="http://www.ndpcaucus.mb.ca/mlas/wellington/index.html"&gt;Comrade Santos&lt;/a&gt;. &lt;br /&gt;&lt;br /&gt;Of the leaders, only &lt;a href="http://www.manitobaliberals.ca/jonsblog.html"&gt;Jon has a blog&lt;/a&gt;, but he seems to post more about Folkarama than politics. Seems a lot less than $2.1 million. It cost over 50 times more for Manitoba to get "Spirited Energy" than Winnipeg spent to "Embrace the Spirit". It doesn’t matter if you like Spirited Energy or the NDP’s stance on hallway medicine. It doesn’t matter if professors Paul Thomas or Allen Mills talk about the wise or unwise strategy of the incumbent administration. &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;What does matter is the phrase: it’s time for a change.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;That is going to be the feeling going into the next campaign. If Hugh is wise, he will seize on it. If Gary is wise, he will retire on top and hope a Lorne Calvert comes out of the woodwork for the sake of the brand (which would be a testament to his leadership). If Gary sticks around one more time he risks a statistically higher chance of defeat.&lt;br /&gt;&lt;br /&gt;Across Canada, only the Progressive Conservatives of Alberta and the NDP in Saskatchewan have won more than two elections in a row in recent years. In Saskatchewan, the PC’s were sent into the long-term wilderness (and had to change names) after a series of damaging scandals. Stu Murray took serious political advice from one of these guys. Need I say more? &lt;br /&gt;&lt;br /&gt;Two terms is about the average lifespan of a provincial administration in Canada today. It’s usually about that time that a government runs out of ideas and the arrogance of “time in” starts to sink in. The NDP in Manitoba are on that track. From a policy standpoint, they are in cruise control, basking in the light of a popular premier. The types of rants and arrogance of the Blackberry Addicts (aka NDP staffers) speaks volumes more than the vacuous posts they make. They are starting to believe their own hype. Any reporter on the beat in 1999 could have said the same thing about tory staffers. They would have been correct in their opinion. When you start to think you are the natural governing party, you lose perspective. I call it “Legitis”. Blinders from reality. Hugh was around  at the end of the Filmon dynasty and hopefully learned from that experience. &lt;br /&gt;&lt;br /&gt;The reality is, the average person does not follow politics. When interviewed about what the main issues facing Manitobans are, 90% will say health care and education so as not to sound completely out of the loop with current affairs. That is not to say Manitobans are foolish or uneducated. Rather they are uninterested and many are cynical. It’s a sign of the modern times in democracy. People lead busy lives. Good political leaders can inspire greater interest and conversely, scandal can have the same impact (eg. ADSCAM).&lt;br /&gt;&lt;br /&gt;I am not going out on a limb by saying the Doer administration is uninspiring. It’s greatest contribution has been that it has avoided major scandalous pitfalls, thanks in large part to Doer’s tight reins over the radical left in the party. They would have been a one term wonder if Doer had not played the Romanow card over the leftist elements within his caucus. &lt;br /&gt;&lt;br /&gt;In spite of that, I believe the NDP government is going to follow the path of the Schreyer administration (should Gary stick around). Popular premier goes down to defeat surrounded by a weak caucus. The aging war horses in cabinet are looking a little more frail these days. Love him or hate him, &lt;span style="font-weight:bold;"&gt;Tim Sale&lt;/span&gt; had credibility within the ranks. He really believed in “the cause”. So did &lt;span style="font-weight:bold;"&gt;Jean Friesen&lt;/span&gt;. Newer editions to Doer’s cabinet such as Bjornson and Melnick are not heavy hitters in anyone’s books. Some would argue the same thing happened to the PC’s when true believers &lt;span style="font-weight:bold;"&gt;Clayton Manness&lt;/span&gt; and &lt;span style="font-weight:bold;"&gt;Don Orchard&lt;/span&gt; left in 1995. Current bench strength on the NDP is the lowest it has been since 1998. So is the fire in their collectivist bellies.&lt;br /&gt;&lt;br /&gt;Another damaging blow is the drop in staff talent. Most hacks bail on a government right around this time. They parachute into the civil service or spin off into other opportunities as a result of increased connections. Same thing happened to Filmon’s staff and the same is happening with Doer’s. The “A” team gets replaced by the “B” team. It gets harder to keep a tight ship when this happens. Now before Dipper readers jump in and say "Ha! Hugh was a B team player!!!", I would argue he was an "A" team guy on a "B" team. I digress, enough with the A team talk. The point is staffers go through the same state of decline as politicians and this gets reflected in electoral results.  &lt;br /&gt;&lt;br /&gt;While scandals are a great read and sell many newspapers, the reality is that the old saying “it’s time for a change” usually leads to the beginning to an end of a government. While many political junkies love the intrigue of nominations and the blood sport of a campaign, most of us are left wanting more. Lunch bucket Joe simply wants to give the “other guys” a chance. Even high paid union workers who want to keep more of their money. There are more people like that than junkies like us. They decide who wins. Perhaps that’s a good thing. &lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;So I see the folks at the Sun have pulled back on the cost of Spirited Energy. Interesting. More information on the real and total cost of that program needs to be shared with the public. Others like to take shots at people they don’t like. Bloggers like to keep the MSM accountable. It’s time  for this blogger to hold the Black Rod accountable for venomous posts.&lt;br /&gt;&lt;br /&gt;I enjoy taking shots at the NDP, because I don’t agree with many of their policies and beliefs. It’s nothing personal, I am just upset at the direction our province is going. Just like the Blackberry Addicts, the Black Rod uses rude and silly names for our political leaders such as Hugh McFadyen. The sad thing is, they are not even using it in a fun or intelligent way. Then again, that would take talent. &lt;br /&gt;&lt;br /&gt;One doesn’t have to read their blogs if you don’t want, but when people hiding behind wrestling masks and the offices of the legislative building go throwing stones, they are opening themselves up for shots back. Let’s take a look at the &lt;a href="http://blackrod.blogspot.com/2006/08/hundred-days-of-hughie.html"&gt;“story” published on August 7 by the Black Rod. &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;He begins his column with the wrong name for the Progressive Conservative Party of Manitoba. This self proclaimed citizen journalist can’t even get that point right. Next, he confuses the difference between the federal and provincial parties, who unlike the Liberals, have different organizations across the country which are independent of their federal counterpart. Someone needs to start reading more about Canadian politics. &lt;br /&gt;&lt;br /&gt;Borotsik a Liberal? Last I checked, he was a retired federal Progressive Conservative MP. The federal squabbles between Reform and PC types has gone on for almost 20 years. There were many PC types who didn’t like the Reform brand and vice versa. Where the Black Rod fails readers is separating federal from provincial parties and politics. Yes, it is a grey area when it comes to the impact on provincial politics but it is not cut and dry as the Black Rod would have you believe.  &lt;br /&gt;&lt;br /&gt;The Black Rod also takes a shot at Hugh for opening nominations. How can a right wing ranter like the Black Rod have a problem with nomination challenges? I think it is great to have open nominations. Good for the party. Good for democracy. &lt;br /&gt;&lt;br /&gt;Hugh McFadyen isn’t as right wing as Stephen Harper and certain elements of the federal Conservative Party. I personally do not think a provincial clone of the current federal party would ever form a government in Manitoba. He has to create a tent where both sides of the PC/Reform game can be comfortable with. That can’t happen overnight. &lt;br /&gt;&lt;br /&gt;The “Liberal conspiracy” put forth by the Black Rod reads like a bad pro-wrestling story line. The only thing missing is Rick Borotsik in a pair of wrestling tights, something none of us want to see!&lt;br /&gt;&lt;br /&gt;You ever notice the trend of the Black Rod’s writing? It’s always negative. It’s always personal in its attacks. Parts of this column are worth raising, but he hits the gutter fast by making comments about the appearance of Hugh and what he wears. Why don’t you post a picture of what you look like Black Rod? Then we can see what you wear (no nude shots please).&lt;br /&gt;&lt;br /&gt;There is nothing wrong with writing about strategy, whether you think it is flawed or brilliant. Blogs allow for people of any status to publish what they write. The Black Rod has written some good posts and I will give credit where credit is due, but one thing he has demonstrated is that he/they have no class. This concept has failed in many other jurisdictions so why did the NDP think it would work here? &lt;br /&gt;&lt;br /&gt;Let’s take a closer look at spirited energy and dissect it meaning. I am using direct quotes from the “spirited energy” web site because I was forced to pay for them.&lt;br /&gt;&lt;br /&gt;According to the New York based firm who prepared it, the: "Spirited Energy" statement reflects the truth about our province, and the way we want everyday Manitobans, business people, and visitors to think of Manitoba.&lt;br /&gt;&lt;br /&gt;The truth according to who? A New York ad firm? Why is the government spending money trying to tell me how I should think about our province? My family have been proud Manitobans for over a century. &lt;br /&gt;&lt;br /&gt;The program is directed towards three groups. First, the brainwash begins with us.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Residents &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;• Youth (18 - 25 year-olds) - Inspiring and captivating, Manitoba is a vibrant place where you can shape your destiny and create your own definition of success.&lt;br /&gt;• General public - Manitoba's spirited energy is felt - and shared - by all of us, making it a special and unique place we're proud to call home.&lt;br /&gt;----&lt;br /&gt;Does this make young people want to stay in Manitoba? Gee, I have changed my mind about moving to Calgary because I saw an ad in a movie theatre about how great it is to be in Manitoba. If the NDP had vision they would have worked on creating policies that lead to job growth opportunities. Dave Chomiak’s idea of job growth is sending our kids to build Hydro dams. Keep reaching for that rainbow Dave.  &lt;br /&gt;&lt;br /&gt;The next target is the largest failure in our province the past six years.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Business&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Propelled by our unique, enterprising spirit, Manitoba businesses are primed for success, now and in the future.&lt;br /&gt;----&lt;br /&gt;What the heck does that mean? We have talent in the province and many businesses have given it the college try, but in light of our high corporate tax rates and pro-union environment, our province is not primed for success. Statistics Canada has pretty much indicated that Manitoba is on the decline. &lt;br /&gt;When the only two construction cranes in town are building a giant monument to government waste while dozens of downtown office buildings and factories are empty, you know something is wrong. What’s wrong with the NDP’s treatment of business? The policies and ideas of Eugene Kostrya. You know, the union guy with a hate on for business. The one responsible for Manitoba having the highest taxes in the West. Part of an overall group of people known as the NDP who do not work in the interests of business or non-unionized workers (which comes out to about 80% of Manitobans). &lt;br /&gt;   &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Tourism&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Manitoba's diversity in people, culture, arts, nature and physical beauty is a unique source of energy that stimulates your senses, draws you in, and inspires you to return again and again.&lt;br /&gt;----&lt;br /&gt;This is the only section of the program that makes sense. However, we have a department that is supposed to do that already. I have no problem with using government dollars to attract new tourists as it makes economic sense. Why couldn’t “spirited energy” have been used for this plank only? &lt;br /&gt;&lt;br /&gt;The reasons are obvious. We have a government on the verge of calling an election and they are trying to buy it using our money. They took the easy way out. Rather than working hard to make Manitoba a better province financially, they have created a smoke and mirrors campaign to convince Manitobans they have done this. The bad news is the money has been spent. The good news is Manitobans will be able to go to the polls and tell Doer and company what they think about “spirited energy”.       &lt;br /&gt;----------------&lt;br /&gt;After all the ranting, the next set of columns will talk about how we can improve Manitoba. I have heard $4 million in the &lt;a href="http://www.winnipegsun.com/News/Manitoba/2006/08/04/1718346-sun.html"&gt;Sun today (Kathleen Martens)&lt;/a&gt; and $2 million reported in earlier articles from the MSM. Anyone care to let us know the actual final amount?&lt;br /&gt;&lt;br /&gt;If you want a good FIPPA, why don’t you request the results of focus testing done before the launch. I am willing to bet it wasn’t very good.&lt;br /&gt;&lt;br /&gt;The question that needs to be examined closer is the timing of the "campaign". Three years into a mandate on the eve of a possible fall election call. Opposition Leader Hugh McFadyen is correct to criticize this grossly political expenditure, but may come off as looking negative because branding is a “feel good” exercise. Gee, I wonder if Doer was thinking the same thing when they came up with this waste of money.  &lt;br /&gt;&lt;br /&gt;The NDP are famous for having the conclusion of an experiment before they start. Manitobans were not consulted. I have been told, by people who were on the committee,  that they were shown the final product without having any say in it's development.  &lt;br /&gt;&lt;br /&gt;The beauty here is that the NDP used an American firm to do the job. Pretty ironic coming from Doer who used to lambaste the tories about the “Americanization of healthcare” during the “frozen food” debates a few years back. Does that make this branding the Americanization of our image?  &lt;br /&gt;&lt;br /&gt;On a second issue, Manitobans will get a new two piece driver’s license, wow what an innovation! Glad we spent millions on spirited energy to share the distinction with Saskatchewan as two governments who cannot even produce an ID card. What’s next, one bill for hydro and gas? Oh wait, it took them almost 6 years to do that. It’s that type of eight-track player mindset that has led this province to it’s current state of disrepair. It will take spirit and energy to repair it, unfortunately we got Spirited Energy. Anyone who thinks they are probably believe Frances Russell is a closet conservative for bashing Doer over broken roads. They report the news and take shots, sometimes deserved, against the opposition tories and the current administration. Sometimes I don’t agree with what they write, but hey, that’s what reporters do. &lt;br /&gt;&lt;br /&gt;That being said, I think it can be argued that all official parties and media in Manitoba should embrace the transparency and accountability that FIPPA should bring. In fact, I would argue we could do more. I don’t think taxpayers mind paying for the requests of media and opposition make in order to ensure accountability of our provincial government. Hey Blackberries, why don't you get your official cheerleader polling &lt;a href="http://www.viewpoints.ca/team.htm"&gt;firm&lt;/a&gt; to run a poll on that issue. &lt;br /&gt;&lt;br /&gt;Here's the question:&lt;br /&gt;&lt;br /&gt;What would you rather the NDP focus on: a) increasing accountability or b) spending millions on a rebranding exercise. I am curious to see the results.&lt;br /&gt;&lt;br /&gt;I would have taken the two million the NDP blew on “spirited energy” and placed it in studies and committees looking for ways to improve accountability. I know there are no votes to be had in government reforms, but delivering honest open government should supercede that. Instead, the NDP reformed the Elections Finances Act to favour incumbent administrations. I don’t disagree with the concept of electoral finance reform as there is merit in reducing special interest control over our democratic system. I disagree with stacking the deck against the other two parties so that you can use government coffers to advertise your brand of cigarettes (ie. Spirited Energy).&lt;br /&gt;&lt;br /&gt;Now, with regards to the Blackberry Staffers, Lett hits the nail on the head today. Only someone who works in the Leg (not Ledge Curtis!) would take that tone with FIPPA because they see it as a hindrance or burden to their daily life. Does that make me a staffer to ask this question? No. Lett and Brown are paid to be interested because that is their job (both are political junkies, but that is besides the point). &lt;br /&gt;&lt;br /&gt;I am merely a political junkie with a penchant for writing. I have never been an employee of the PC or Liberal caucus for that matter. Yes, I have been involved with a party and know many people, but I do not get a paycheque from 450 Broadway or 23 Kennedy. I post after hours because I am not paid to write my ramblings at work (notice the post times). The Addicts cannot say the same thing. &lt;br /&gt;&lt;br /&gt;The reason I started writing “the Andy Fletcher Show” under that moniker is because it is my intellectual burqa (also spelled burka or burqua). It is an empowering feeling. Dr. Suess made a career out of it. I respect the MSM blogger types like Curtis and Dan because they publish under their real names. The Black Rod was read by many early on because no one knew who they were and some of the posts were really well researched. Now that the main person was revealed, the interest and influence waned. Now he simply slams MSM. Yawn. The reason why the Addicts write anonymously is because they are frustrated NDP staffers lashing out in the death spiral of a second term. Also, because they posted from work. I notice they post after hours now. Thanks guys. &lt;br /&gt;&lt;br /&gt;I allow feedback and welcome discussion and debate from all sides. Something the Addicts won’t do. Eventually, someone will pull off my mask like Black Rod, but it will not kill me or any political aspirations I may have (unlike Donne!) because I will happily stand by what I say and I am respectful of persons with a different point of view. I know Krista is a tory and it is refreshing that right minded people are talking about issues normally dominated by self interested feminist man-hating types who do not speak for the majority of women. I think more men could contribute to this discussion.  &lt;br /&gt;&lt;br /&gt;However, the largest problem with Krista’s Sun column today is she accepts Belinda Stronach as a spokeswoman for women in politics. Stronach is hardly a good example for women in politics. Hardly an example for anyone in politics. I found it more than ironic that the person Paul Martin assigned to address the “democratic deficit” was a floor crossing opportunist who turned her back on principle in exchange for instant gratification. I respect a staunch socialist who has strength of conviction over a fence sitting Liberal. At least you know where they stand. Belinda is a prime example of what is wrong with parliament. I think &lt;a href="http://en.wikipedia.org/wiki/Judy_Wasylycia-Leis"&gt;&lt;span style="font-weight:bold;"&gt;Judy Alphabet&lt;/span&gt;&lt;/a&gt; is a better example, if only she would not focus on identity politics so much. Rona Ambrose also comes to mind. &lt;br /&gt;&lt;br /&gt;I think there are far better examples of parliamentarians to be the flag bearer for increased women representation. That being said, the topic here is how to make this happen. &lt;br /&gt;&lt;br /&gt;Here are some ideas:&lt;br /&gt;&lt;br /&gt;-Drop the identity politics garbage. It is both patronizing and polarizing.&lt;br /&gt;&lt;br /&gt;-Dismiss the concept of “women’s caucus”. Men don’t have a “men’s caucus”. The sooner we get over the concept that there are men’s and women’s issues the better. We have societal issues. Period.&lt;br /&gt;&lt;br /&gt;- Drop special funds to attract women. The Judy LaMarsh fund indicates women are weak and need a financial crunch. Maybe the weak candidates a party recruits is the issue. Some of the best “bag men” are women. Corporate welfare policies like this re-enforce stereotypes. Join the 21st century already. &lt;br /&gt;&lt;br /&gt;- Start treating women as equals. The more you focus on what the differences between men and women, the more the two will remain divided. We are different but equal. &lt;br /&gt;&lt;br /&gt;- Don’t single out the efforts of women and pat them on the head when they achieve success. They do the same thing with Aboriginals and it is patronizing.&lt;br /&gt;&lt;br /&gt;- Provide more information to young women. It worked for improving numbers of women in science. &lt;br /&gt;&lt;br /&gt;- Adopt some parliamentary reform, as I do think it is a major turn off for many women who want to participate, but feel the game is tainted. How to achieve that requires more study.    &lt;br /&gt;&lt;br /&gt;I take offence to Krista’s comment that:&lt;br /&gt;&lt;br /&gt;“Politicians acting like grown-ups rather than toddlers going through their "terrible twos?" What a concept.”&lt;br /&gt;&lt;br /&gt;What a sweeping generalization! Did you ever watch Deborah Grey in the House???? I think our parliamentary system needs to be reformed as a result of ineffective Question Period and the level of power of the PM’s office (amongst other issues). It isn’t simply because men act like children (some do, just like some women). &lt;br /&gt;&lt;br /&gt;In keeping on subject with the Manitoba provincial scene, I think the tories will have a number of strong women candidates. They have a history of women representation in senior cabinet positions (Vodrey, McIntosh, Mitchelson). I think this trend will continue with strong bright MLA’s like &lt;a href="http://www.heatherstefanson.com/"&gt;&lt;span style="font-weight:bold;"&gt;Heather Stefanson&lt;/span&gt;&lt;/a&gt; (who is more than a pretty face). She would likely have a senior seat at the cabinet table.  &lt;br /&gt;&lt;br /&gt;As I mentioned in a previous post, Today’s NDP have to step up to the plate and actually promote women to positions of power. Jean Friesen was a senior minister, but then left after years of frustration dealing with the old boys club. Oh, wait, if I am wrong (which I am quite willing to admit) and the NDP leadership really does believe in equality, there are no women in senior cabinet posts or hack positions because they simply do not possess the talent to do the job. Will there be a fall election in Manitoba? &lt;br /&gt;&lt;br /&gt;Historically, all signs would point to an answer: no. The last time an early election was called was in 1969. Walter Weir was a relatively new (but aged) leader, at the tail end of the Roblin dynasty. He miscalculated support and new NPD leader Ed Schreyer pulled off a bit of an upset over the favoured tories. Ed won the leadership of the party during the writ which is impressive. It’s my gut instinct that Doer and company will not risk the possibility of a love-in to occur with Hugh, especially in seat rich Winnipeg. He would look way to opportunistic to call an election with just over three years into a mandate.   &lt;br /&gt;&lt;br /&gt;Why is there talk about a fall election? Doer and his allies are hoping the tories will take the bait and start blowing money on election readiness. It was a tactic Filmon used on the Dippers effectively in the past. Causing a party to spend earlier than needed takes away much needed resources during a writ period. This is compounded by the Elections Finance Act changes which cripple the speed of the tories fund raising. Why that unconstitutional change was left unchallenged by Stuart Murray I will never know. &lt;br /&gt;&lt;br /&gt;The timing of Spirited Energy has also caused pundits to think this is a blatant election ploy. Maybe it was, but the dismal failure of this project has caused some rethinking within his circle of brain trust. &lt;br /&gt;&lt;br /&gt;I am predicting Doer will start slowly announcing things in the fall and see how the numbers look. If they feel the momentum swing back in the spring, they’ll trigger a vote. If they think all is lost, Doer will pull the pin and retire thus preserving his winning status for future consulting gigs. Besides if he lost, his electoral batting average would be 2-4. Ouch! Hard to believe the “invincible” Doer is already a three time loser. He would rather retire as a two time winner. &lt;br /&gt;&lt;br /&gt;I disagree with Comments Closed, the timing of the departure of Kostyra and Sale means nothing other than feeding into the first theory: get them excited and start blowing money. Kostyra will still be pulling strings after his official retirement. &lt;br /&gt;&lt;br /&gt;Some may argue that Doer will call an early election because he knows his stock is fading. It happens to all politicians. The rationale here would be wining a third majority and retire a year or two in. Three majorities would be an NDP record and something Gary Filmon couldn’t do. &lt;br /&gt;&lt;br /&gt;In conclusion, politicians are like boxers before hanging up the gloves, they always think they have one last fight in them before getting knocked out. She goes on to discuss the pros and cons of such a move. The benefits would be preventing weak candidates from losing time and time again while the down side would be limiting the democratic process. The move seems like another shift away from the populist approach that Preston Manning was so fond of during the Reform years. PM Harper is not of the same cut of cloth.&lt;br /&gt;&lt;br /&gt;There are several reasons why candidates lose:&lt;br /&gt;&lt;br /&gt;- they are running in yellow dog ridings where they don’t have a snowball’s chance of winning (like a tory in Transcona)  &lt;br /&gt;- poor candidate in comparison with who they are running against&lt;br /&gt;- casualty in the death of a dynasty (“time for a change” phenomenon)  &lt;br /&gt;&lt;br /&gt;One thing I can’t get my head is while some may criticize the federal tories latest move to filter talent, the process in general is still more democratic than the Liberal or NDP. The Liberals are notorious for stacking nomination meetings and preventing nomination challenges on incumbents (which they have recently re-instituted) or prevent challenge to centrally chosen candidates.&lt;br /&gt;&lt;br /&gt;On the provincial front, the NDP have successfully used nomination challenges to get rid of people they don’t like such as Clif Evans. The guy who was instrumental in revealing the “vote splitting scandal” got knifed by Tom Nevakshonoff in a nomination challenge. There’s gratitude for you! I think Cerelli suffered a similar fate. &lt;br /&gt;&lt;br /&gt;Cutting the throat of an incumbent can have a negative impact. The federal NDP threw away a federal seat in Churchill after knifing one of their own (Bev Desarlais) for voting against same sex marriage. They were enforcing the official line of the party instead of freedom of expression of the voice of the majority of the constituents. How’s that for democracy! Freedom of speech, just watch what you say. Of course the person who took her place was a complete lightweight (some would argue half wit) daughter of Steve Ashton. That one was a real head scratcher. &lt;br /&gt;&lt;br /&gt;From what I understand, the provincial tories are opening up nominations of all candidates. I think this was a good move for Hugh. Supporters of Ron Schuler backed this concept and the party is united behind it. As with both parties, there is some driftwood in PC caucus that have stayed on well past their expiry dates. Culling the herd might be a good way to inject some new blood with fire in their bellies and a desire to win. I think it is a disgrace that the Addicts, AKA Donne, Riva and whoever else were doing this on government time. I have heard many discussions from MSM and blogger types alike indicating their dislike for the Addicts.&lt;br /&gt;&lt;br /&gt;Blogging is for people who feel they have an opinion that is not being expressed in the MSM, not for staffers to espouse the "official" government lines. I love reading blogs from many sources across the political spectrum, but I had a real problem with them doing it while I was paying them to be hacks for Today's NDP (seems to be a theme developing here!) Curtis Brown and Dan Lett have blogs, but their bosses allow this activity. Did Gary Doer say it was OK to do this on company time? Are these the official views of the NDP party? Enquiry minds want to know.&lt;br /&gt;&lt;br /&gt;I think Donne's anticipated political career took a nose dive when rumours came out about his attachment to the Addict blog. Even NDP types turned on him. The odd thing was that is was because the writing style was so arrogant and not the fact he was doing it on taxpayer time. I welcome NDP, Tory and Liberal ideas as well as those outside the official brand politics to blog because it allows greater participation. What got everybody's nose out of joint with the Addicts was their absolute disdain and disrespect for media outlets that gave them a smooth ride during the Doer administration. Biting the hand that feeds you within a year of an election can't be good for business! Not sure how Harper's battle will turn out.&lt;br /&gt;&lt;br /&gt;Maybe Donne and his friends are starting to get bored. Maybe they are getting frustrated at the tail end of a second term. Who knows and really, who cares! The bottom line is that if the Blackberry Staffers were making these posts on government computers on government times they might be in contravention of the Elections Finances Act (Manitoba). Wouldn't it be ironic if the so called "reformers" of the Act be the ones that break it? &lt;br /&gt;&lt;br /&gt;Interesting. I just received a "heads up" that says the poll mentioned by the Blackberry Staffers in the Endless Spin Cycle that might even be worse than bloggin on company time. It seems piggy backing "election like" questions on union polls might be a big no no. From rumblings heard from the mouths of the Blackberry Addicts, they want one of them to retire. Namely, Diane McGifford. Of all the super stars to pick on, the Blackberry Staffers chose to put a drive by on Diane. With men like Conrad Santos and Oscar Lathlin still kicking around, there might be some philosophical reasons for this.&lt;br /&gt;&lt;br /&gt;Have you noticed the disturbing trend in Today’s NDP? One by one, women who have espoused feminist views have been dropping off the roster. From the 1999 election, several women have dropped off the seen. &lt;strong&gt;Jean Friesen, Marianne Cerelli, Becky Barrett, MaryAnn Mihychuk. &lt;/strong&gt;Some by choice because they couldn't stand it anymore, others were pushed out.&lt;br /&gt;&lt;br /&gt;These were the tough women of the NDP caucus and were considered the most outspoken. They were effective at getting under the skin of Tories across the province. It has long been rumoured that the NDP in Manitoba are considered an old boys club. It is filled with uneducated male union types who enjoy drinking beer and telling fart jokes.&lt;br /&gt;&lt;br /&gt;Last I checked, those kind of guys did not have much time for the angry feminist types. One of my relatives is a shop steward jokingly said the “fringe” types, as he called them, such as women activists were merely tolerated and not exactly listened to. Window dressin’ for the “chick” vote. Gary is a good looking guy who is female friendly.&lt;br /&gt;&lt;br /&gt;However, Premier Doer’s buddies are old boys like Victor Schroeder, Bill Uruski and Eugene Kostyra. Plus, all of his major cabinet posts are held by men like Chomiak, Sale and Selinger. One has to ask the question: what is the role of women in Today’s NDP?&lt;br /&gt;&lt;br /&gt;Here’s a list of Today’s NDP female caucus members:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Diane McGifford&lt;/strong&gt; - Minister of Advanced Education and Training&lt;br /&gt;&lt;strong&gt;Christine Melnick&lt;/strong&gt; - Minister of Family Services and Housing&lt;br /&gt;&lt;strong&gt;Theresa Oswald&lt;/strong&gt; - Minister of Healthy Living&lt;br /&gt;&lt;strong&gt;Nancy Allan&lt;/strong&gt; - Minister of Labour and Immigration&lt;br /&gt;&lt;strong&gt;Rosann Wowchuk&lt;/strong&gt; - Minister of Agriculture&lt;br /&gt;&lt;strong&gt;Kerri Irvin-Ross&lt;br /&gt;Marilyn Brick&lt;br /&gt;Bonnie Korzeniowski&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;The only real street fighter in the group is Wowchuk, but many in the agricultural community do not think the hobby farmer from Swan River has been that great. You don’t hear much in the MSM on the rest of the gang except for missteps by Christine Melnick. I have never heard of Kerri Irvin-Ross until I decided to write about this topic. I am sure she is super.&lt;br /&gt;&lt;br /&gt;I would be interested in chatting with the former feisty women of the NDP so they could explain their story first hand. Sadly, they won’t likely share their story of second class citizenship within the party as it would hurt the “best” vehicle for their brand of radical (and sometimes liberal) feminist views. Some of those views are shared by PC caucus women (which will be the topic of another story in the near future).&lt;br /&gt;&lt;br /&gt;Perhaps Premier Doer is wise to keep a tight grip on the women in his party (no pun intended!) Perhaps the damage sustained in espousing staunch feminist views is worth more than losing a few female MLA’s. Besides, he can replace them with kinder, gentler women like the lovely Theresa Oswald who will fall in line and be the good foot soldier for the greater cause.&lt;br /&gt;&lt;br /&gt;This still leaves one to ponder, does Today’s NDP really represent Manitoba today? Will women in the NDP continue to be second rate members while the old boys club cleans up at the political trough on board appointments and real cabinet power? Women like Jean Friesen and Marianne Cerelli didn’t think so. His name: Denis Rocan.&lt;br /&gt;&lt;br /&gt;Sources have told me Denis has been a bad boy in caucus for the past few years. He slips information to the provincial NDP while hanging out with federal Liberals in his spare time. The fine people of the Carman constituency deserve someone great to represent their values and beliefs in our fine legislature. They vote conservatively both on a federal and provincial level, yet nobody I know thinks Denis is a tory.&lt;br /&gt;&lt;br /&gt;Denis has this Saddam Hussein like rule over his seat in the house. As far back as I can remember, everyone talked about how they should or could run this guy out of his seat, yet no one has been able to do so. While many think of him a blow hard, the guy has street fighting smarts that have kept him employed by the PC's for 20 years. The more someone threatens him, the tougher he gets. Its almost become a running gag within the party. Kind of like his imaginary constituency assistant, Paul Emile. I am convinced he is an imaginary character or someone who lives in a parallel universe.&lt;br /&gt;&lt;br /&gt;Why am I saying Denis should retire? I just realized that when Denis retires, we get to see his portrait hanging in the halls of our beloved Legislature. That will be a serious Kodak moment. The serious side of me says Carman voters deserve a refreshing change for their conservative minded votes, namely a real conservative!&lt;br /&gt;&lt;br /&gt;I have met Denis many times over the years and he still makes me laugh. He's the only "tory" I know who called Gary Filmon a f*cking a**hole. If anything, Doer is dropping some real baggage here.&lt;br /&gt;&lt;br /&gt;Here's an example of what goes on in the mind of Eugene Kostyra. According to an essay written by Kostyra: A strong labour movement must be part of the party (that would explain that floodway agreement which is setting us back millions). He goes on to say: The structure of the party should be reformed to allow formore grass roots participation at the riding level which would enhance the role of labour movement activists in his party (like we need more of that!) The only way to "counter balance the power of transnational corporations" in Canada is through the combined and complimentary efforts of: 1) a strong left party; 2) active social action coalitions and; 3) the labour movement.&lt;br /&gt;&lt;br /&gt;Economic right hand man?! Do the above socialist ramblings sound like a guy you want in control of your economy? The "6th" most powerful person in Manitoba was a high school drop out who got everything given to him by union buddies such as Doer. According to his bio, he was a "rank-and-file activist for the 7 years that he worked as a clerk typist and then as an electrician" with then Winnipeg Hydro. His rise to power came with working for CUPE as an organizer. From there he went on a one man wrecking crew of our economy in his various posts under the Pawley regime until one of his own, Jim Walding, saved Manitoba from complete disaster by voting against Kostyra's final budget.&lt;br /&gt;&lt;br /&gt;Now don't get me wrong, I know many people have become great successes without education, but this guy got rich off taxpayers while driving the Manitoba economy into the ground under both Howard Pawley and then as the "economic right hand" of Gary Doer. I love success stories of people who make something out of nothing, but Eugene Kostrya made a career out of economically hurting Manitoba for the benefit of organized labour. The average Manitoban owes more debt as a result of his policies.
